Matt received his Juris Doctorate in 2008 from the University of Virginia School of Law. Upon graduation, Matt was awarded a Skadden Fellowship to join DNA-People's Legal Services and create partnerships between legal services providers and healthcare centers on the Navajo Nation. Through these partnerships, Matt represented low-income patients and their families in civil cases before administrative agencies and tribal, state, and federal courts. Matt's advocacy on the Navajo Nation focused on healthcare, housing, consumer rights, special education, and employment. In 2016, Matt relocated to Wyoming and developed Wyoming's first medical-legal partnership in collaboration with Cheyenne-area healthcare providers.
After eleven years in civil legal aid, Matt transitioned to the Wyoming Attorney General's Office, where he served as lead counsel for the Wyoming Department of Environmental Quality's Land Quality, Abandoned Mine Lands, Solid and Hazardous Waste, and Industrial Siting Divisions. Matt also represented the agency in multiple enforcement cases to protect Wyoming's natural resources and hold industrial polluters responsible for environmental harm.
Most recently, Matt served as an attorney with the Department of Energy, National Nuclear Security Administration's Office of General Counsel. Matt represented NNSA in complex federal procurement actions, bid protests, contract disputes, and security clearance hearings. Matt also assisted NNSA with large-scale real estate acquisitions and capital construction projects.
